مشروع اعادة مخططات تفصيلية لحي أبوريدة والنجار في بلدة خزاعة
بموجب اتفاقية تعاون بين برنامج الامم المتحدة للمستوطنات البشرية (الموئل) (UN-Habitat) والمجلس الفلسطيني للاسكان (PHC) تم تنفيذ مشروع اعداد مخططات تفصيلية لحي ابو ريدة والنجار في بلدة خزاعة ، التي كانت اشد المناطق تأثرا بالحرب على غزة عام 2014م حيث تم تدمير 35% من الوحدات السكنية (179) كليا والكثير منها جزئيا اضافة الى المباني العامة والبنى التحتية المتواضعة .
الهدف الأعلى من المشروع كان تمكين خزاعة من اعادة البناء بشكل افضل استنادا الى عملية تخطيط شاملة بمشاركة جماعية فاعلة تساهم في ايجاد حلول خلّاقة .
Project description:
The United Nations Human settlements Programme(PHc) completed in partnership with the Palestinian Housing Counc a process of supporting Khuza'a to develop new detailed outline plans for the two most heavily damaged neighborhoods in Khuza'a(Abu Reida&Al-Najar). Khuza'a was selected for the pioneer project as it was the most heavily affected area during the war on Gaza in 2014 with 179 housing units totally destroyed(35% of the total units) and many more heavily or partially damaged. In addition, Khuza'a experienced significant damage to its infrastructure including water and road networks. The overall ambition of the project was to support Khuza'a to build back better" assisted by innovative participatory planning concepts the design of target neighborhoods in the recove in process.
Methodology
First: local community participation .Establishment of the technical support center to facilitate the work with the local community. .Forming two committees from the local community representatives. "Forming four focus groups to detect the priories of the main development sectors.
Second: physical, social and economic surveys Preparing different survey forms and conducting regular visits for the two neighborhoods.
Third: Establishment of a comprehensive database Establishment of relations between non-GeoDatabase(descriptive database about buildings) and GeoDatabase.
Fourth: Municipality capacity building Three days training sessions were conducted including three main topics: urban planning, Gis and Legal issues.
Fifth: Local community capacity building Conducting several planning workshops to illustrate the main components of the planning process
Sixth: The planning process"The local community prepared the first drafts of the two neighborhoods' plans including road network and public facilities proposed locations"The planning process was enriched by the participation of the local and international experts. .Finalizing the plans and preparing the sets of regulations of each neighborhood.
